Head to your Catalog page and click on the Packages tab. There you'll find your packages list with a few options to filter the list and include tags in it, as well as the "Create Package" button.
Click on "Create Package" to add a new product package. There, you'll want to enter its name, tags, if applicable, and search within the products dropdown menu for any products in your catalog to include in the package.
Then click on "Save" to finish your package and add it to the list.
Click on any package already showing on the list to edit it and change any of these properties in it as well.
You'll also find a settings button at the right hand side of each package that will allow you to archive or delete the package in question.
